Computer won't let me open the file

I've just downloaded the Platinum Arts Sandbox,but I haven't as yet been able to install it. Every time I try to extract the file this error message pops up "Can not open file as archive" Here's a screenshot [img http://img101.imageshack.us/img101/166/errortws.jpg Uploaded with ImageShack....
