Sandbox, like any decent open source project, is never finished. It'll always be growing and continuously gaining new features as long as it has an active development team. Releases are mainly when Sandbox is at its most stable after adding new features, and the code can be obtained in between releases from the SVN repository (however, it is developmental code and is not considered stable enough for release).
As for what it is about? It's a kid-friendly 3D game maker, with many of the tools one would need to learn the craft and gain experience with.
What he's trying to explain is, Sandbox is a constantly updated engine, it's never complete until the day we die.
This means, that even though it might seem finished in some areas, it's far from it, there's always great ideas you and other community members commit! Open source means, if you're really smart like one of our Developers, like Hirato, you can edit the code and source, to make it do what you want! isn't that great? A lot of other game makers say "Here's what you get, deal with it!" but we're like "Here's what we offer! If you want more just add it in yourself!" This also gives other people the ability to code what they want maybe for future releases if the Developers are interested. Like for say, the next release will have the Custom Menu GUI's I've created. This goes to show, anyone can help out. (:
