The .mtl is automatically created. Copy the
.mtl and the
.obj into you
PAS main directory.
Then open Blender and choose
File->Import->Wavefront (.obj). If you enable the textured viewport now, you see the textured model.
To pack the textures into the .blend (so it doesn't depend on where it is stored) choose
File->External Data->Pack into .blend file.
Note: You can go the reversed way after packing the textures into the blend, too, and store all textures in the folder where the blend is: File->External Data->Unpack into Files.
