Uh, no, that's impossible.
Without coding, there's not really much you can do other than edit the map and place entities. Without coding, you couldn't have character interactions or, say, controllable elevators.
There are a lot of tutorials on coding around the forums and at the wiki, they'll explain how to make NPC's give quests with coding.
