Server starting issues on 2.8.1

Hello when i try to start the server with the .bat it tells me "Cannot create host" when i run the bat with administrator rights the console comes up and tells me that it cant find bin\sandbox_fps.exe and i have opened the .bat with a texteditor and the path is correct, and what its looking is there. I even replaced the stuff and path so its like "C:\PlatinumArtsSandbox2.8.1\bin\sandbox_fps.exe" and it still tells me that it cant find it.
